If you are new to Arduino this is where to start. If you are a newbie then you may want to consider one of the starter kits. Most give you everything you need for many cool projects with tutorials and code samples. It is easy to get started, the development is a free download and they have excellent examples on the site. This is a C based language but many of the messier parts of the language are hidden which makes it easier for beginners to learn. Arduinos give you low level control of what the board is doing. You can precisely control timing of events making it easy to control things requiring fast triggering or prices timing. Similar boards such as the Netduino or the Panda II use Microsofts .Net Micro Framework. You write programs using a subset of C#. This is a much more rich language allowing advance object oriented programming and features such as multi-threaded applications. However, you give up precise control of the timing. Different boards for different uses.
